Holder is a creature of the federal bureaucracy, a career civil servant...which ain't all bad....but...
As a career management-level employee in the Justice Department Holder's following the usual pattern of governmental in-house justice; i.e. when there is evidence of wrongdoing carried out by departmental employees, even if it was done under direct, written orders from superiors, punish the employees.
