Regarding tenure, Washington State must be different. It takes a year of extraordinary effort (repeated observations, efforts to train, and continued failure to improve) to terminate a teachers contract. I am the child of a teacher and administrator whose partner is a retired middle school principle, I am a big booster of public education. But it is no simple task for a principle just to say "bad teacher is in breach of contract" and terminate the teacher. Just the opposite. And the teacher has to horribly bad before the union will decline to represent the teacher.
